Description

Get this up and running for Jae-Yeong.

Need to compile and validate (even if not fully featured) at least ecl_errors, ecl_time, ecl_threads and ecl_devices. I think if we have the following win32 classes ported, it is enough:

- Timestamp
- Mutex
- Serial
